Sir,<\/em><\/p>\n<p><em>Just received your letter of Jan 6, 1944 in regards to my son\u2019s death.\u00a0 You stated in this letter, death occurred Nov. 20, 1943.\u00a0 I received a letter from my son saying he was aboard ship, this letter was not dated, but was post marked Dec. 20, 1943.\u00a0 Couldn\u2019t there be a mistake about my son being killed?\u00a0 Please investigate this.\u00a0 We have every hope he is alive and God grant that he is.\u00a0 Will you send us a wire about this as soon as possible?\u00a0 We are so worried.\u00a0 We also have hopes now that our son is still with us.<\/em><\/p>\n<p>******************************************************************************<\/p>\n<p style=\"text-align: center;\"><strong>SPECIAL MESSAGE FROM CHIEF STONE REGARDING THE LOST HEROES OF TARAWA<\/strong><\/p>\n<p><strong>&#8220;During my service with the Joint POW\/MIA Accounting Command (JPAC), I read dozens, if not hundreds of letters in the case files from family members and exchanges between mothers and the government like the ones above.\u00a0\u00a0 The anxiety and overwhelming need for specific information about their missing loved ones often lasted right up until the death of the family member.\u00a0 In some cases, the last letter in the file was dated the same day the parent died, many decades after the end of World War II.<\/strong><\/p>\n<p><strong>It was heartbreaking to read their anguished pleas.\u00a0 It was even more heartbreaking to see the dysfunctional management and leadership disaster at JPAC and watch the continuing efforts by those in command to \u201cslow roll\u201d remaining family members by refusing to provide information that would have either brought the families closure or provided for the possibility that their loved ones might ultimately be found, identified, and returned home for burial. \u00a0When I complained that we should tell the family members what we knew, the response by the command was \u201cWe don\u2019t want to give them false hope.\u201d\u00a0 My retort was always the same, \u201cHow about we tell the families the truth and let them decide if there is hope, false or otherwise?\u201d\u00a0 To that query, there was never an answer\u2026only more dysfunction, retaliation, and frustration.\u00a0 The management mantra of &#8220;Delay, Deny, and Wait for the Families to Die&#8221; was in full bloom through a series of internal policies at JPAC known by the members there as &#8220;Slow Rolling&#8221; to prevent the release of information.<\/strong><\/p>\n<p><strong>One of my assignments with JPAC was as the primary investigator for over 500 cases of those who were unaccounted for from the Battle of Tarawa in November 1943.\u00a0 I worked day and night, weekends and holidays, to read each case file repeatedly, researched each individual MIA, and studied their pictures as if to find a clue to their whereabouts in their faces; forever frozen in time in black and white government photographs.\u00a0\u00a0\u00a0Every hour away from my government desk, I began building a \u201cMaster Tarawa Casualty Research Database\u201d with dozens of individual datasets obtained from public records on each individual MIA from the battle for use with a profiling system known as RISC or \u201cRandom Incident Statistical Correlations\u201d that I had developed during my law enforcement career.\u00a0\u00a0\u00a0I submitted recommendations for forensic identification analysis on all the remains recovered from Tarawa, including 103 individuals from Tarawa who are buried <strong>as \u201cUnknowns\u201d<\/strong> in the National Cemetery of the Pacific (Punchbowl), only a few miles from\u00a0the Department of Defense identification laboratory.<\/strong><\/p>\n<p><strong>The JPAC command arrogantly rejected the idea that simple deductive reasoning techniques and new forensic technologies such as DNA could possibly assist the JPAC laboratory in their pursuit of spending over a hundred millions dollars each year to produce only five or six dozen identifications annually.\u00a0 Techniques and forensic tools such as DNA comparisons used all over the world for decades by law enforcement was derided as &#8220;voodoo science&#8221; by the JPAC laboratory.\u00a0 <\/strong><strong>In the final analysis, the JPAC Laboratory rejected all of our offers to help them identify the &#8220;Lost Heroes of Tarawa.&#8221;\u00a0<\/strong><\/p>\n<p><strong>It was only after the Department of Defense (DoD) was under intense public scrutiny by multiple investigatory bodies, including Congress, that JPAC was finally disbanded.\u00a0 After over five years, the DoD finally began acting on my recommendations for disinterring and identifying the Tarawa Unknowns buried in the Punchbowl Cemetery and now relies on the Armed Forces DNA Identification Laboratory (AFDIL) as the primary source of modern identification techniques.<\/strong><\/p>\n<p><strong>Our family charitable foundation has taken up the commitment to investigate the cases of these \u201cLost Heroes.&#8221;\u00a0 Thanks to your contributions and a lot of very hard work by many Foundation researchers all over the world, we have provided almost 550 comprehensive \u201cFamily Reports\u201d requested by family members of missing American servicemen.\u00a0 Our mission is to provide factual information about each individual loss absolutely without charge to any MIA family.\u00a0 Whether the \u201cFamily Reports\u201d result in closure or hope, the information provided is the truth and constitutes all that is 2019, a paid contractor finally discovered Row D on Tarawa.\u00a0 As early as 2012, the Foundation has repeatedly offered JPAC\/DPAA offered a map discovered by Foundation researchers that contained the precise grid coordinates of Row D.\u00a0 The Foundation produced a list of the following thirty (30) &#8220;Lost Heroes of Tarawa&#8221; were buried there in the precise grave order as listed below.\u00a0 As these individuals have been identified thanks to the Armed Forces DNA Identification Laboratory in Dover, Delaware.\u00a0 We have added each individual to the <a
